The rule book (rates and rules by year)

See every rate and rule Billbook uses to work out a return, by financial year, with its government source and whether it's confirmed.

The rule book holds every rule and figure Billbook uses to work out a return, year by year. Each figure links to the government source it comes from and shows who confirmed it. It's the same for every firm, so you don't keep rates up to date yourself.

Where do I find it?

Open ComplianceRule book. The current financial year is open at the top, marked Current. Choose another year to open it.

It's also under Tax & compliance in Firm settings. The old tax rates page now opens the rule book.

What's in each year?

  • Figures: the rates, thresholds and caps, in groups. Each group shows how many figures it holds and how many changed or are provisional. Open a figure to see its table, its government source and who confirmed it, or Not confirmed yet.
  • Rules: for each return type, the rules a return runs through, in the order the law sets. Each links to the section of the law it follows. A rule that works differently from last year shows Changed this year.
  • Corrections: if a figure or rule was fixed after the year was published, a note at the top lists what changed, who changed it, when and the source.

What does each status mean?

  • Confirmed: checked against the government source and signed off.
  • Provisional: not confirmed yet. Check it yourself before you rely on it.
  • Not configured: Billbook doesn't hold this year yet.

Figures that changed from the year before are marked Changed.

A rule marked not built isn't applied to returns yet. The note beside it says what to check by hand.

Don't lodge against anything marked provisional until you've checked it. A return for a year that isn't configured can't be worked out or lodged.

On a client's TaxIncome tax, open How we worked this out. Every step shows the rule it used and the figures behind it, and says if any are provisional. Choose a figure to jump to it in the rule book.

What's the warning above a return?

When the year isn't fully confirmed, the return shows a banner above the figures:

  • Amber: some figures for the year are provisional. Confirm the published rates before lodging. The tiles also say the result is an estimate.
  • Red: the rule book doesn't hold that year yet, so the return can't be worked out or lodged.

The same applies to the pre-lodgement review, which holds a return that uses provisional figures. Division 7A, FBT and the super caps take their rates from the rule book too.

The release number at the bottom of the rule book is also printed on each workpaper, so you can tell which version a return was worked out with.
